Ursula, Goddess of the Sea
Ursula, the Goddess of the Sea, is a fearsome Eldritch Merfolk with the upper body of a graceful woman and the lower body of eight flowing tentacles. In addition to her command of the sea, she wields powerful sorcery of transformation. One of her forms is the legendary Kraken, a 12-meter-long magical beast capable of crushing vessels. Her speed, crushing force, and extraordinary regenerative abilities allow her to singlehandedly battle many Titan-class Chimerans.
Ursula rules over the Endrosian seas and its massive Merfolk population as arguably the most important domain in all of Endros. Her vast network of aquatic cities dot the coasts along critical routes for trade and naval strategy. She rules from the Cerulean Citadel in Meris, where she governs through the Abyssal Court, her council of trusted Sirens that oversee different aspects of her empire.
The Final Sanctuary
Ursula believes that the ocean depths will be the final sanctuary of Endros when demons overwhelm the land. She actively prepares her cities with habitats for land-dwellers, expecting one day to host an influx of refugees. Many of her cities already support a large amount of safe infrastructure and residences for land-dwellers, with many more that can be quickly converted with Aquagates and sealing mechanisms.
Ursula's Vision
Despite not being widely recognized as such, Ursula sees herself as a Goddess of Creation. She continuously experiments with creating new species of sea life, obsessed with transcending any limitations of physical form, including her own. She experiments extensively on willing Merfolk and sea creatures, seeking the creation of hybrid beings with enhanced capabilities. Her ultimate goal is to create the perfect oceanic species that could survive even if the Gods were to perish.
Ursula's experiments to transform land-dwellers into Merfolk have yielded mostly failures. The rare "technical success" allows subjects to survive underwater, albeit as twisted abominations.
The Sirens
Ursula's Anointed, the Sirens, gain the ability to transform their bodies, capable of adopting nearly any humanoid form of equivalent size. Known for their enchanting beauty and voices, these long-lived beings can quickly regenerate themselves and walk among land-dwellers undetected. Sirens serve as Ursula's most specialized leaders, ambassadors, adventurers, and agents throughout Endros.
Relationship with Nautilus
Ursula respects Nautilus's unparalleled control of water, but tensions have emerged at times when Nautilus has indulged in some of her Sirens. She relies on Nautilus to flex his power against the most notable demonic threats along the borders, calling upon him through naval contacts. She maintains a working relationship with him, primarily through a network of Merfolk and Siren ambassadors.
Other Relationships
The Kraken Pact, an agreement between Ursula and the major Guilds, funds the Navy for its critical role in protecting the borders of Endros. Unlike the land territories governed by systems of nobility, Ursula's oceanic queendom operates under her absolute authority, a fact she delights in, openly inviting Kratos to challenge her dominion.
The Sirens' legendary vocal abilities have fostered a relationship between Ursula and Lyra, Goddess of Revelry. Though Sirens have other important business to attend to, it is not uncommon for them to participate as honorary Maestros for musical performances.
